Residency Determination

The rules and regulations relating to PA residency for tuition purposes are defined by the Pennsylvania State System of Higher Education Board of Governors. These rules and regulations, along with types of evidence to submit as proof of residency, may be found on the PASSHE Board of Governors Student Domicile Regulations link. The rules clearly state that the student must convincingly prove that he/she is domiciled in Pennsylvania permanently or indefinitely, and is not in the state for the sole purpose of obtaining an education. 

Students who want to change their residency status to Pennsylvania must apply through the Student Financial Services Office. They will be required to fill out the Residency Classification Data Collection Form and submit it to: Clarion University, Student Financial Services/Residency, 840 Wood Street, Clarion, PA  16214. If you are bringing the form in person, please bring it to the Cashier’s office at 114 Becht Hall.  This form must be notarized to be valid. Copies of all proof of PA residency should be attached to this form when it is submitted. 

Applications submitted will be evaluated by a reviewing officer and the Provost. The final decision as to whether the student receives residency and the effective date shall be made by the Provost. The applicant will be notified of the University’s decision within 30 days of submission of all required materials.

NOTE: All students with non-PA high schools will be required to fill out the Residency Classification Data Collection Form if they are using a PA address on their Admissions application to prove they have permanently established domicile in PA.
