Clarion University Web Guidelines

These guidelines apply to all Clarion employees, students, alumni, organizations
officially associated with the university, and all users of Clarion University computer
resources. All Web pages within the clarion.edu domain apply. The objective
of these guidelines is to establish requirements, procedures and standards
for publishing information on the Clarion University Web. The guidelines
will be updated periodically to reflect new information and changes to
links.
Content:
- Clarion University's Web site has several functions serving both internal
and external users. It presents the university to potential students; it
is a source of information about university activities and resources for
current students, faculty, and staff on campus; it serves as an information
source for anyone accessing our pages; and it contains pages designed and
maintained by academic departments, administrative offices, various organizations
and individuals. It is the responsibility of the college, department, division,
organization, or individual publishing pages on the Clarion University
Web to ensure that the information it posts is in compliance with all Clarion
University regulations, laws of the Commonwealth of Pennsylvania, and federal
statutes.

Requesting Space on the Clarion University Web
- Departments or Divisions
- Before a home page is approved for linking to the Clarion University
Web server, the group represented must select an individual (called an
content manager) who is responsible for maintaining its information.

managers, click here. This content manager will be the Clarion University Web contact for
that group or department. Content managers are responsible for creating
and maintaining their information, answering questions and updating their
information as necessary. Academic department representatives should contact
their departmental representatives or chairs for information.
- To obtain a publishing account, you need to fill out two forms: a
Web
Request Form and an Authorized
Signatures Form and obtain the signatures of the person in charge of
your department or group. If you represent a student group, you must obtain
the signature of the director of Campus Life (see Web Space for
Student Organizations below). After the Clarion Webmaster receives
your forms, an account will be created for the content manager and
space on a server will be assigned. You will be notified when your account
has been established.

space on the Jupiter System for officially recognized student organizations. To

Officially Recognized Organizations & Programs
- Web space on the Jupiter Server and access to an
iClarion e-mail account for officially recognized non-student organizations
(grant funded programs, university affiliated organizations) require prior
approval. To request approval, please complete the following form:

Standards:
- Information appearing on the Clarion University Web site must comply
with all official policies of the university including non-discrimination,
confidentiality of records, and appropriate use of computing facilities.
- Computer Usage:
- Clarion University of Pennsylvania computing, telecommunications, and
networking resources are provided for the support of instruction, administration,
and research activities of the institution. These resources are operated
under a variety of security systems, procedures, and protocols. Use of
these resources is a privilege granted by the University, with designated
offices coordinating assigned activities. Users of these resources are
expected to conduct their activities within the restrictions and overall
university policies of Clarion University, the laws of the Commonwealth
of Pennsylvania, and federal statutes.

- Audio, photographs or other derivatives, videos or movies of people
can not be used without consent. No commercial, for profit activities or
advertisements are permitted. No confidential material (social security
numbers, credit card numbers, etc.) may be used. Infringement of copyright
laws are in violation of the Clarion University computer use policy.

ADA (Americans with Disabilities Act) Guidelines:
- Clarion University has a committee working on ADA access issues. To
assist in the development of ADA compliant Web pages, the following guidelines
are presented.

Web Consortium (W3C), in coordination with other organizations, is
pursuing accessibility of the Web through five primary areas of work: technology,
guidelines, tools, education & outreach, and research & development.

Authoring Guidelines
- Structure:
- HTML documents that contain a lot of markup used for presentation and
not enough markup to convey structure pose accessibility problems for non-visual users.
Authors should use HTML structural markup to convey meaning and style sheets to format
and layout pages.
- Navigation:
- Authors should enable keyboard-only navigation (access to hyperlinks,
navigation among links, navigation among form fields, navigation within and between
pages) and design pages that promote easy orientation (numbered lists, titles, etc.).

Alternative Format:
- Authors should always provide alternative ways to access information
presented via images, sounds, applets, and scripts. For example, captions and transcripts
provide auditory information in a form accessible to people unable to hear it.
A textual replacement of a graphic, either a description of its content or function, provides
information in a form accessible to people unable to see it.

Keep your home page short... around 1 1/2 screen lengths.

Use navigation aids (establish a layout grid and font style, locate navigation
buttons in the same location, direct the reader's eye with visual elements).

Avoid long load times--Recent research suggests that long load times have
a measurable negative impact on readers' perception of a Web site's organization

Avoid large graphics (over 30K) and specify the size of the graphic in
the image source link.

Specify alternate or "alt" text for graphics (in the image properties window)
for non-graphical browsers.

Never use blinking text. Never use underlined text
unless creating a link. Avoid using italic text.

Video should be used sparingly (files can be large, viewer may
not have plugins).

Create alternative text pages for non-frames browsers.

Test your pages:

Test on different browsers/operating systems/monitors.

Beware of highly patterned backgrounds against your text.

Keep your pages updated; pages should be reviewed each semester.
