I.                    Approval of Minutes – September 16, 2003

1.      Michael McConnell made a motion that was seconded by Bernadette Krenzar to approve the minutes of the meeting of September 16, 2003. The motion passed unanimously.

2.      The Committee was asked if they had any items to add to the agenda.  The following item was added:

New Business:  Sidewalk at Stevens

II.         Old Business

1.   Reinhard Villages

·  Dave Tomeo indicated that earthwork is underway at the project.

·  A community manager has been hired and an office has been set up by the Contractor, Allan & O’Hara, in the lobby area of Becht Hall.  They will begin a marketing campaign by the end of October

·  Apartments will be offered to current on-campus residents first.

·  The Contractor will be meeting with auxiliary personnel on October 21 at 10 a.m. in 248 Gemmell to answer questions regarding the project and marketing campaign.  Members of this committee are welcome to attend.

2.      Venango Turnaround & Pond

·  The maintenance building, turnaround and parking lot paving are complete.

·  Pond:  A work order in the amount of $75,000 is in the process of being issued to Baker Engineering for completion of the study.  $25,000 is covered by a grant from DCNR and $53,500 has been allocated from Key 93 funds.

            3.   Signs

·  Most of the building signs have been converted to the new design.  Directional signs will now be installed.  (See attached photo)

·   A question was raised regarding placement of a sign(s) directing visitors to the Stadium.  The stadium site can be included on the campus map sign(s) that will be installed.  If it is not on the current map commissioned, it will be added in the future.  In the past problems have been encountered with Penndot regarding placement of signs in areas off campus.  Ron Wilshire indicated that he is currently working with Penndot for placement of signs directing traffic off of I-80 to campus.  He will inquire about including signs for the stadium.

4.      Master Plan Update

·  Tabled until next meeting.

·  The staging area next to Ralston will be the last area to by restored.

·  The project will be completed three to four months ahead of schedule.

·  Paul Bylaska shared that serious discussion was currently underway concerning construction of additional parking at the Ralston flats area.

7.      Stadium Renovations

·  This project is complete with the exception of replacement of a few doors.

·  The parking lot has been repaved.  This is the last major paving project to be completed this year.

·  Marie Scovron inquired about skid proof material being placed on the ramp.  Subsequent to the meeting, Clare Heidler reported that the paint used on the ramp includes anti-skid grit.

8.     Becker HVAC

·  After shutdown of air conditioning, tests will be conducted on the chiller.  If feasible, efforts will be made to make it last one more summer and the project will be recommended for inclusion on the 2004-05 deferred maintenance list.

III.       New Business

1.   Sidewalk at Stevens

·        Michael McConnell indicated that the narrow sidewalk between Stevens and the Library has been in poor condition with mud in several areas.  The repair of this area had been delayed due to concern that the steam tunnel project would be affecting that area.  However, with acceptance of a lower base bid that part of the project was eliminated.

·        Paul Bylaska indicated that an estimate for repair of the sidewalk had come in at $20,000.  A source of funding needs to be identified.

The meeting was adjourned at 4:10 p.m.
