MINUTES

March 18, 2003

  1. Approval of Minutes - February 18, 2003

A.  M. McConnell made a motion that was seconded by D. Kahle to approve the minutes of the meeting of February 18, 2003. The motion passed unanimously.

  1. Old Business

A.     Magnolia Project

·        Sewer taps for the project were approved at a meeting last night. H. Tripp will bring detailed drawings of the project to the next meeting.

 

B.     Carlson Bell Tower

 

·        The wall has been removed. Items that remain to be completed are: removal of electric meter and pole; installation of concrete floor in the tower; landscaping and clean-up. Railing for the area where wall was removed has been ordered. Steps will not change. The contractor has indicated that work will be complete by the end of April.

C.  Recreation Center Chains

·        The estimated cost for replacing the chains is $15,000. The decision has been made not to replace the chains. A work order will be submitted to have chains that are loose at the base reconnected.

D.  Venango Turnaround & Pond

·        Contracts for the turnaround are in process with work expected to begin at end of semester.

 

·        K. Price indicated word should be received this week on whether a grant will be awarded. She is hoping to receive the full amount required for the study of $53,500.

 

 

E.      Signs & Logos

 

·        Final specifications are being prepared and it is expected that a bid solicitation will be issued by April 8. Existing signs will be refurbished. Venango signs are included in the specifications.

 

·        The casings on the "you are here" signs will also be refurbished. An inquiry was made as to the ability to use a type of glass that would provide better protection for the photo used in these signs which is provided Printing Services. Although a better glass can be used, exposure to the sun will still cause the photos to fade and they will need to be replaced periodically.

 

 

F.      FY04 Deferred Maintenance

 

·        C. Heidler distributed a list of 2004 projects with descriptive narratives that had been approved and prioritized by PEC. These projects will not be scheduled for completion until the summer of 2004.

 

·        C. Heidler indicated that the project to replace the roof on the Special Education area should not have been included on the list. Originally it was assumed that the roof on Stevens and the Special Education annex had not been replaced since 1984. However, the roof on the annex was replaced in 1990. Therefore, C. Heidler suggested that the Special Education roof project be removed from the list and replaced with a project to replace the roof of the Central Services building which is in urgent need of repair. The cost of $34,650.00 would remain the same.

 

·        C. Heidler made a motion that the proposed deferred maintenance program for 2003-2004 be approved as amended, removing the project to replace the roof of the Special Education Annex and adding a project to replace the roof of the Central Services Building at the same cost. The motion was seconded by R. Wilshire. The motion was approved unanimously by the committee.

 

 

G.     Steam Tunnel Update

 

·        As reported at the last meeting, awards will be made for base bid #2 of this project which will exclude a section of tunnel from Harvey to Stevens. C. Heidler distributed a map which highlighted the lines to be replaced and the section that will not be done unless additional funds are available from the contingency. A version of this map appears on the Facilities Planning web page and will updated to reflect the new plans.

 

·        G. Grejda mentioned the mud outside the entrance to Stevens and the resulting dirt being tracked into the building by students. C. Heidler indicated that slabs had been temporarily placed in that area in anticipation of the steam tunnel project disturbing the area. Since this part of the project is now eliminated, efforts will be made to provide a permanent solution to the problem in that area.

 

·        Work on this project is expected to begin in June at the earliest and could be complete by October or November. A meeting is scheduled for March 20 with the selected contractor to establish a timeframe for the installation. The usual process is to do a section at a time which would cause less disruption. 1700 feet of tunnel will be installed. It is planned that Tippin and Chandler will have hot water throughout the project. However, other buildings may experience periods when hot water will not be available. When a schedule has been developed it will be shared with the campus community, hopefully prior to the end of this semester.

 

·        J. Thomas inquired as to the purpose of the tunnels. It was explained that the lines carrying steam from the boiler plant to campus buildings are either direct buried or travel through the tunnels. Use of the tunnels is favored since they reduce deterioration of the line and provide as safer environment for working on these lines. Fiber optic cable is also routed through the tunnels.

 

·        Maintaining handicapped access to buildings will be required.

 

·        It was noted that installation of some of the new signs that are on the steam tunnel's path may be delayed.

  1. New Business

A.     Stadium Construction

·        Bids for this project to construct a locker room and make renovations to address ADA issues have been received are under review. Final approval for funding must be made by PEC.

 

·        The project needs to be completed prior to football season. Coordination with other projects and summer activities at the stadium will be required.

 

 

B.     Other

·        New doors will be installed at Hart Chapel sometime this spring/summer. The doors will need to be fabricated to match the original doors and reflect the architecture of the building.

 

·        J. Thomas expressed his thanks to maintenance and custodial personnel who helped the Art Gallery recover from recent flooding.

C.  Next Meeting: April 15 - Meet at 3:15 p.m. in the Art Gallery for a tour. The regular meeting will immediately follow the tour in the Level A conference room.
