            Dr. Kreag Danvers, professor of accountancy at Clarion University, recently published "The Economic Decline of Pennsylvania's Oil Heritage Region:  Implications for Municipal Budgeting Taxation, and Redevelopment" in Oil, Gas & Energy Quarterly, Vol. 58(2), 2009, Pages 207-225.
            In his article, Danvers examines the impact of post-oil-boom decline on Pennsylvania's Oil Heritage Region. Specifically, he investigates changes in population, tax levels, and local government expenditures over a 17-year period for Venango and Crawford Counties, including Oil City and the City of Titusville.

            Danvers also discusses the appropriateness of alternative fiscal planning and redevelopment approaches within the context of economic distress. Policy recommendations include: restricting the use of line-item budgeting; right-sizing and regionalizing public services; investing strategically for redevelopment; and employing tax policies that promote economic stability. Implications extend to other regions impacted by economic crises, housing foreclosures, and declining tax revenues.
